Confirm IPSec or Windows Firewall policies are applied on both endpoints

If using Group Policy, run:
gpresult /r
or
Get-GPOReport -Name "Your IPSec Policy" -ReportType Html -Path report.html
If using local policy, verify in:
-
secpol.msc → IP Security Policies on Local Computer
